Mr. Solomon has worked extensively in the state and local tax area, particularly with respect to litigating New York State and City tax matters in both administrative proceedings and the courts. Mr. Solomon is also a registered lobbyist in New York State and City and, as such, has been a technical advisor to other lobbyists and to the executive agencies of the state and city governments. Both the Assembly Ways and Means Committee and the Senate Finance Committee of the New York State Legislature frequently consult with him, on an informal basis, on various tax matters. He was a member of the Governor's Advisory Council for Motion Picture and Television Development. He was also a member of the former Mayor Giuliani's Tax Reform Task Force.
Mr. Moore, prior to joining the Firm in January 1987, had been with the New York City Department of Finance for eighteen years. As Director of the Department's Law Division, Mr. Moore was primarily responsible for all rulings and regulations issued by the Department. He has extensive litigation experience with respect to New York State and City tax matters. He has lectured before various professional organizations and for the Practicing Law Institute, and has written extensively on New York City taxes. Mr. Moore was a contributing author to Matthew Bender's New York Tax Service. He is a member of the Tax Committees of the New York State and City Bar Associations, and the Tax Committee of the Partnership for New York City. He is also a member of the Tax Advisory Panel to the New York City Commissioner of Finance and the Advisory Panel to the New York City Tax Appeals Tribunal.
Mr. Blane, prior to joining the firm in 1995, had been with a major accounting firm and a law firm where his practice concentrated on federal taxation. Since joining the firm he has concentrated in the area of state and local tax matters where he has appeared before various government agencies and litigated federal, New York State and New York City tax matters. Mr. Blane is a member of the State and Local Tax Committee of the New York State Society of Certified Public Accountants. He is also a member of the Tax Committee of the American Bar Association.
